Vargas, Frank

Frank specializes in corporate and securities law. His clients include venture and private equity investment funds, public companies, and emerging growth companies. Frank has substantial experience advising and representing private and public companies, with particular emphasis in high-technology industries. As a private investor and the cofounder of more than 15 companies, he understands what businesses need in order to find financing, grow, and thrive in today’s market.

Frank represents companies in the Midwest and on the West coast and has extensive relationships in both areas, including relationships with angel and venture investors in both locations, as well as in Boston and New York.

Upon moving to Minnesota in 1989, Frank started his own law firm, which represented a number of successful companies in the Twin Cities area. After merging his firm into a larger firm, Frank cofounded Aethlon Capital LLC, a Minneapolis investment banking boutique. Following Aethlon, he served as executive vice president, director of corporate finance for Dougherty Securities, a Minneapolis investment bank. Frank returned to practicing law at Gray Plant Mooty from 2001 to 2004 and rejoined the firm in 2009.

Frank served several years on the adjunct faculty of the University of St. Thomas where he taught courses on business ethics and entrepreneurship, Saint Mary's University where he instructed a master in international business course on entrepreneurship, and the University of Minnesota where he cotaught a seminar on entrepreneurship. In addition, he has taught a number of continuing legal education seminars on various topics including public offerings, venture capital financings, and private placement of securities. Frank has also spoken at a number of business conferences on topics like business valuations, financing companies and planning for the investment exit.
